Rocky View County is the rural municipality beside Calgary: a municipal district of about 3,913 km² with just over 41,000 residents on the Province's 2023 population list. Its land runs from prairie grassland to rolling foothills, deep ravines and coulees, and it holds growth hamlets, smaller hamlets and country residential communities, each serviced differently. Lots, Homes and Sites in Rocky View County
The County's 2025 Municipal Development Plan sorts its settlements into three kinds. Growth Hamlets are Balzac West, Bragg Creek, Conrich, Harmony, Langdon and Omni. Hamlets are Cochrane Lake, Dalroy, Delacour, Glenbow Ranch, Indus, Kathyrn, Bottrel, Dalemead, Keoma and Madden. Country Residential Communities are Balzac East, Bearspaw, Cochrane North, Elbow Valley, Greater Bragg Creek and Springbank, and the MDP describes country residential areas by their larger lot sizes, lower density and single detached housing. Around all of them is agricultural land. One week of County work can take in a serviced-lot basement in a growth hamlet, a septic field on a two-acre parcel and a shop pad on a farm.
The agricultural and acreage side is where most of the heavy earthwork sits. The MDP describes the West Agricultural Area as primarily on private on-site servicing through wells and septic systems, so a new farmhouse or acreage home there brings a tank and treatment field excavation, a well line trench and a long driveway with a road approach. Shop and barn pads need topsoil stripped, fill placed in compacted lifts and a base that drains. Stock-water dugouts are a typical agricultural job, and under Alberta's Water (Ministerial) Regulation most need no Water Act approval unless they sit in a fish-bearing watercourse, a lake or a wetland, exceed 7,500 m³, or would change water flow onto an adjacent parcel.
Commercial and larger residential sites add engineering and paperwork. A commercial pad or a subdivision road is typically built to an engineer's specification, with fill in compacted lifts, proof rolling and density testing before anything goes on top, and the erosion and sediment control paperwork scales with site area, as the questions below explain. Where a growth hamlet has piped servicing, as Harmony does, the job becomes the serviced-lot version: basement digs, service trenches and lot grading with neighbours on both sides. Hauling to any of these sites on County roads may need a Road Use Agreement or permit under the County's Servicing Standards, which we check before the first loaded truck turns off the highway.

Langdon
Listed as a Growth Hamlet in the County's MDP. Servicing differs between hamlets and acreages, so we confirm how a Langdon lot is serviced before planning service trenches or a private sewage excavation.
Conrich
A Growth Hamlet in the County, facing Calgary's northeast quadrant. Pads, grading and service trenches here follow Rocky View County permits and Servicing Standards, not the City's rules.
Bragg Creek and Greater Bragg Creek
Bragg Creek is a Growth Hamlet and Greater Bragg Creek a Country Residential Community: two planning classes under one name. Check which one a property falls in before assuming its servicing or lot rules.
Balzac West, Balzac East and Omni
Balzac West and Omni are Growth Hamlets; Balzac East is a Country Residential Community. Larger sites here move up the County's erosion control tiers: from 0.4 ha, ESC drawings join the Good Housekeeping form, and above 2 ha the drawings come with written notice.
Elbow Valley
A Country Residential Community in the MDP, with the larger lots that class describes. Long driveways, road approaches and customer-owned utility lines the utility locate will not mark come with that lot size.
Cochrane Lake and Cochrane North
Cochrane Lake is a County hamlet and Cochrane North a County country residential community. Neither is part of the Town of Cochrane, so permits for work there come from Rocky View County.
West Agricultural Area
Foothills, wetlands, woods, deep ravines and coulees, primarily on wells and septic systems. Farmyard pads, stock dugouts, long access roads and septic fields, with erosion control planned around the slopes.
Springbank and Bearspaw

Permits and Locates in Rocky View County
Authority having jurisdiction: Rocky View County
Rocky View County issues building permits and Private Sewage subtrade permits across the County, including Springbank and Bearspaw. A foundation permit allows excavation and partial construction while the building permit application is under review, so a basement dig can start early. Private sewage installations must be performed by a certified installer; once the design is received and approved the permit is issued and work may begin, and the County's third-party inspection agency inspects the system before backfill. Any work within a County right-of-way, road allowance or easement, including installing, altering or removing a culvert, needs County permission, and new or upgraded road approaches go through a Road Approach Application with County inspection in advance and at completion.
